This is an older colander, heavy and partly rusted. It appears to have possibly been enamelware at some time, as it has an extremely smooth finish in locations. It measures 11" throughout and stands 4-1/4" high. It is footed, 2 dealt with, with rust and some metal bent around the bottom edges. I can not discover any manufacturer's name on it.
