Start Date: January 2024

Location: East Midlands

Duration: 6 months

Rate: GBP25.33 p/h(Inside IR35, Umbrella)

Working Pattern: Hybrid

Our client is looking for a Transport Operations Manager to be responsible for the delivery of and development of transport policies of the Council, both for public transport provision and servicing the requirements of Children's Services and Adult Social Services. Ensuring integrated management and provision of transport services. Identifying transport needs, controlling contract performance and managing an integrated budget.

Responsibilities:

To direct, programme, progress and keep proper financial and administrative control of all transport activities undertaken by contractors and others on behalf of the CouncilTo ensure completion of all administrative procedures and the maintenance of all necessary records in relation to services providedTo secure the provision of identified local bus services on behalf of the Council by means of tendering and negotiation within the terms of the Transport Act 1985, and subsequent legislation, through liaison with contractors and others, ensuring adherence to Contract Procedure Rules and Financial Regulations (Financial Procedure Rules) of the CouncilTo assemble, analyse and provide information required for monitoring the effectiveness of public transport services within the county, including written reports when requiredTo develop and implement transport policies relevant to the role to include inter alia assisting with the production of the Local Transport Plan and leading on the production of the passenger transport strategy, public transport information strategy, home to school, SEN, CLA, ASC and concessionary fares policies or strategies and any other polices or strategies as appropriate in furtherance of the Local Transport PlanTo provide updates to central government as requiredTo represent the Council on transport matters, both nationally and regionally, and to contribute to the development and implementation of national and regional transport strategies, including the consideration of new initiatives where appropriateTo ensure that the services provided represent best value for money for the authority, through the maintenance of adequate records and information in respect of performance, together with participation in best value proceduresTo develop, plan and submit bids for further funding through Government proposals and transport partnershipsTo be familiar with all transport requirements within the area and to manage the development and delivery of a consultative, customer focussed, but caring serviceTo investigate and respond to complaints and enquiries, in writing, by telephone, or by email, and in person to resolve operational transport issuesTo have knowledge of the existing transport legislation and to familiarise the Council of changes to legislation by the provision of written reports when required (which may include presentation at Cabinet or Scrutiny Panel)To ensure effective communication and integration within transport and with other departments, to liaise with elected Members, outside bodies (including Government departments) and others on transport issues as requiredTo be responsible for all passenger transport contract (including bus services, home to school transport and any other relevant services) tendering and contract maintenance including annual bulk tendering via the OJEU process Requirements:

Educated to at least A level standard or equivalentAble to demonstrate managerial capacity in the passenger transport sector delivering a front line transport serviceKnowledge of the legal and operational aspects of passenger transportExperience in a similar role, developing and delivering transport services to the publicKnowledge of statutory and Council policies with regard to the provision of local bus servicesExperience of monitoring the performance of service providers/contractorsResource management experience - management of staff resources, financial management planning and budget monitoringEffective communication skills sufficient to negotiate with members of the public, elected Members of the authority and other regional and local interested partiesGood numerical skills with which to understand assessment of statistics and trends and be able to demonstrate good budget management control, including relevant IT skills If you meet the above-mentioned criteria, we would love to hear from you.
