Job Title: Subcontracts Manager
Location(s): Harlow, with regular travel to locations along the south coast
Background
Raytheon UK's Commercial teams provide critical support to functional business areas around the country, and are engaged in the full range of services, products and programmes that we deliver to Government and industry customers.
Due to successful and on-going bid work, we are seeking a talented Subcontracts Manager to aid us in the delivery of current programmes, and in the winning of profitable new contracts that will further enhance our commercial position.
This hybrid position can be based out of Harlow and potentially other locations, with a general expectation that you will attend your home site two days per week and other sites periodically, though flexibility can be offered to accommodate the right person.
What will I be doing?
As a Subcontract Manager, you will be responsible for a wide range of commercial activities within one of our functional business areas or programmes. You will direct all phases of the subcontract, from initiation of the business case for Make v Buy decisions, requests for proposals, tendering (competitive and single-source), subcontract management plans, negotiation strategies, partnering/relationship management strategies, cost accountability, programme execution, all the way through to contract closure.
You will continually assess and promote sustainable and responsible procurement, including social, cultural and diversity values within the organisation and throughout the supply chain. Examples of other specific duties and responsibilities include:
Early subcontractor identification and engagement to support new business pursuits and provide risk/opportunity analysis for early captureIndependently responsible for developing PCR/DSPCR-compliant procurement strategies (including identifying the appropriate procedure and providing full justification for its selection) for our Ministry of Defence Customer (working with the Customer to gain endorsement)Responsible for executing PCR/DSPCR-compliant procurement procedures and guiding multi-functional internal teams through the process (including scoring moderation). (working with the Customer to gain endorsement at each stage including the setting of Selection and Award criteria including weightings etc)Creating, executing and managing various international or domestic subcontract types (Cost Type, Incentive Type, Firm Fixed etc.) using various source selection techniquesDeveloping and implementing International Offset/Industrial Participation strategies and negotiates associated AgreementsParticipating in development of supplier Statements of Work (SOW) and conducting bidders' conferences as requiredPerforming or supporting cost and price analysis, developing negotiation strategies, and leading negotiations in order to create value for money outcomes for procuring goods and servicesDirecting and managing all cost, quality, schedule, financial and technical performance requirements that are levied on the subcontractor or the product family and is required to ensure performance and support of the contract milestones of the systemWorking with suppliers and other stakeholders to achieve collaborative partnering and strategic relationship management to deliver value for the organisationContributing to the creation of business capture strategies by recommending strategic choices to improve the organisation's short-and-long-term performanceActively promoting the contributions that the Commercial function can make to achieving corporate objectives across the organisation, with stakeholders and with the supply chainParticipating in gate reviews and capture / proposal effortsLeading or being an active member of the Supplier IPT and facilitating relationships between program office/functional organisations and suppliersEvaluating the challenges faced by the programme(s)/organisation and the supply chains and taking action to mitigate risks and to develop opportunitiesInitiating and participating in supplier assessments and development activitiesActing as Functional representative at supplier and internal reviews, including Gates, MRBs and EACsProducing business cases / briefing materials / resource and materials estimates for management reviewsParticipating in / leading supplier assessments and supplier development activity teams, including the administration of appropriate due diligence activityAdministration of delivery/acceptance/invoicing of goods and services
What qualifications, experience and aptitudes will I need?
Relevant degree-level qualification or MCIPS accreditationExperience of the Public Contract Regulations and Defence and Security Public Contract Regulations - able to guide multi-functional teams through the procurement process to ensure complianceExperience in Supply Chain, Subcontract Management, Procurement, Commodity and/or related fieldAble to effectively lead a multi-functional team and brief at mid/senior levelExperience of working with complex international programmes/suppliers (including knowledge of import/export legislation and logistical requirements)Experience in high-complexity proposal and programme governance activities and negotiating medium/high-complexity non-standard agreements
