Venesky-Brown's client, a public sector organisation in Glasgow, is currently looking to recruit a Senior Procurement Specialist on a permanent basis on a salary of GBP40,381.65 - GBP46,823.20/annum (will also consider day rate contractors at a market rate). This role will be based onsite.Responsibilities:- Support the implementation of the organisation's Procurement Strategy.- Support and mentor Procurement staff in their training and development.- Provide advice and guidance on procurement related activity to all organisational services.- Liaise with services to ensure a consistent approach to strategic sourcing, ensuring stakeholder operational requirements and front-line service objectives are maintained.- Formulation and evaluation of tender documents for the supply of goods and services in accordance with EC Regulations and the organisation's procurement manual.- Maximise buying opportunities by representing the organisation in collaborative projects. - Negotiate with suppliers to obtain the best possible purchasing terms.- Maximise procurement efficiencies through eProcurement, eTendering & eAuction technologies.- Ensure benefits tracking and monitoring supplier performance is undertaken by Procurement staff.- Take lead responsibility for running and managing all procurement projects.Essential Skills:- Achieved or will be working towards CIPS Level 4 Diploma in Procurement and Supply- Deep and current market insight, including current trends and needs.- Able to analyse and use data including market research, spend analysis, market options- Project planning and an understanding of strategic sourcing, and the requirement to develop strategies for Goods/Services & Works.- An understanding as well as the ability to apply Public Sector Procurement Regulations and procedures.- Detailed knowledge of Local, National and EU procurement best practice - Ability to manage competing work priorities and deadlines.- Build relationships with internal and external stakeholders to identify projects and opportunities and to gain their buy in and support- Ability to manage conflicting interests- Appreciation of the complexity and diversity of the organisation.- Ability to take decisive judgements in a pressurised environment - Communicate and negotiate effectively at all levels both verbally and in writing and able to demonstrate an ability to analyse complex issues, assess their business impact and resolve these effectively.- Good communication, influencing and organisational skills. - Present issues effectively and clearly at a variety of forums.- Mentor fellow team members and deliver training support when required. - Self-motivated, approachable and enthusiastic with a willingness and desire to learn and develop, as well as develop others.- Well-developed interpersonal skills.Desirable Skills:- Public Sector Procurement Delivery- Can demonstrate an understanding and applied use of Community Benefits in the procurement process, as well as the promotion of sustainability and equalities. - Promotion of best practice in Procurement and ethical purchasing standards- Experience in an environment where strategic change and continuous improvement is required.- Demonstrates a commitment to continuing professional development.- Demonstrates tenacity, integrity and a "can do" attitude that enables them to drive forward plans and objectives.If you would like to hear more about this opportunity please get in touch.
