Provide expert specialist fire safety support and advice across the department. To ensure fire safety is inspected, managed and maintained in accordance with the Regulatory Reform (Fire Safety) Order 2005 and any other appropriate Health and Safety legislation.
Take responsibility for identifying all fire related risks and issues across the portfolio and design, arrange and oversee the necessary remedial actions and work packages.
Undertake contract evaluations, both pre and post contract, and prepare evaluation reports.
Liaise with appropriate key stakeholders such as repairs staff, specialist consultants, designers and clerk of works to ensure compliance with fire safety legislation and the council's fire safety strategy and policies.
Manage and undertake FRA validations, including risk management of assets.
Using own specialist and expert knowledge, be responsible for identifying the technical solutions for fire safety works and support investment teams in the delivery of major schemes and repair teams and contractors in the delivery of minor works.
Provide expert technical support and training to other housing staff and provide support with other key management issues relating to fire safety.
Contribute to and drive continuous development and compliance of the Council's fire safety strategy and policies.
Work with residents and residents' groups to promote good fire safety practice. Specific Accountabilities of the Role
Validate fire risk assessments and FRA reviews in line with the Regulatory Reform Order (Fire Safety) 2005.
Survey and design individual fire works, schemes or work stream delivery packages and undertake contract administration of borough and area wide contracts as required.
Audit and risk review contractors' performance in relation to fire related works, including pre- and post-inspections.
Where necessary act as or on behalf of the Contract Administrator using technical expertise to ensure effective performance by the building services, construction and maintenance contractors.
Manage contractors and consultants to ensure fire safety standards are fully met.
Provide professional technical support and expertise to investment and repairs teams as well as other housing staff in all matters relating to fire safety.
Contribute to the monitoring of existing and the development of new processes and procedures to facilitate the management control of fire risks.
Evaluation of alternative fire related designs and specifications and lead on design standardisation.
Lead and deliver expert training to housing staff, contractors and consultants on fire safety and the FRA process.
Lead on and devise Article 11 documentation to all residential blocks, including regular reviews.
Liaise with external professional bodies including Building Control and the Fire Service.
Contribute to strategic fire safety policy and procedures and ensure the Council's fire safety strategy is implemented and maintained.
Provide cost analysis on various projects and provide expenditure forecasts whilst assessing all financial risks that the Council could be exposed to.
Successful candidates must have a formal Surveyor qualification and a formal fire safety qualification. Experience within contract management is highly desired.
