About the role
We're looking for a self–starting and collaborative Finance expert to ensure strategic financial plans and methodologies for the portfolio are in place and to partner with Collaboration Managers and provide comprehensive financial support for the Group Collaboration Portfolio. You will be working with senior decision makers and budget holders to ensure that the portfolio has robust financial processes, systems and information to support effective decision making to prioritise and deliver change projects and initiatives across a wide range of the group's collaborative activities. Ownership of the project budget and performance against it is retained by Collaboration Managers but will be fully understood and explainable by you.
Key Accountabilities
Identify and implement finance process improvements within a complex, multi–organisation environment.Responsible for providing comprehensive financial support and management information relating to the Collaboration Portfolio to support decision making and achieve business objectives across the GLA Group.Co–ordinating and reporting a consistent view of the in–year (periodic) and multi–year forecast against budget and plan.Lead on the key requirements of the collaboration portfolio within the Consolidated Group Budget annual financial cycle e.g., budget setting, monitoring, and final accounts. Including close working with Finance colleagues regarding the submission of relevant collaboration portfolio information into the Mayor's Budget Guidance and Consolidated Group Budget reports.Support the Senior Portfolio Manager in developing appropriate methodologies for determining and validating the financial benefits achieved across the collaboration projects.Undertake the collection, collation and challenge of financial and other planning information with supporting risks and opportunities from across the Group to inform the financial planning process encompassing short and long–term plans for the portfolio.Provide analysis and insight on business performance, including creating business case financial methodology and using investment and project appraisal techniques, to support effective decision making and the delivery of objectives.Advise on Portfolio specific financial governance keeping in mind the complexities of collaboration across the Group to provide a high level of financial control across the Portfolio. Ability to complete finance related tasks in collaboration with project managers e.g., budget submissions, forecasts, profiling reviews, ensuring risks are identified and managed and deadlines met.Ability to lead on the key requirements of the annual financial cycle e.g., budget setting, monitoring and final accounts.Ability to influence and challenge strategic decisions ensuring stakeholders are fully aware of the financial impact, providing accurate management information to enable evidence–based decision making.
