The Role

Are you looking for an exciting opportunity to make a difference? Join our team and contribute to the future of fusion energy. As Programme Manager - LIBRTI, you will play a key role in the programme management of a GBP200m UK endeavour to demonstrate the feasibility of breeding fusion fuel for future powerplants. You will report to Director of Programme LIBRTI and oversee a team of Business Partners (People, Environmental Health Safety & Quality (EHSQ), IP, IT, Finance, Procurement) providing support on execution and delivery whilst ensuring quality and cost targets are maintained. You'll integrate planning and reporting across multiple international Experimental Consortia and will be able to represent the UKAEA externally at a senior level, generating reports for the Executive Committee (Exco), UKAEA Board and UK Government.

Additional Responsibilities

- Lead and manage the set-up of the programme, ensuring appropriate programme and project management and legal frameworks are in place. Provide lead and lag indicators to the senior leadership team at UKAEA and the delivery teams (external and internal consortia) to ensure effective delivery.

- Ensure formal reporting arrangements on programme are in place and the collation of high-quality Board level reporting metrics to inform decisions. Orchestrate a quarterly Programme Board and deliver a UKAEA Annual Report contribution.

- Manage the day to day co-ordination between workstreams of the programme on behalf of the Programme Director to ensure that desired programme objectives are delivered and that the expected benefits are realised.

- Provide clear leadership to the Business Partners in the enabling functions ; resolve obstacles to delivery within the programme and lead the identification and employment of solutions to overcome them. Manage the programme budget, including risk allowance and management reserves.

- Lead on change management with all relevant stakeholders (UKAEA Divisions, consortia partners, Department for Energy Security and Net Zero (DESNZ), Executive Committee (Exco) etc).

- Act as the government liaison, industry networking and public facing role as required by the Programme Director, driving preparation for Outline Business Case (OBC), Projects and Investment Committee (PIC),Treasury Approval Point (TAP), Technical Advisory Group (TAG), Commercial Assurance Board (CAB) and Full Business Case (FBC) milestones and reviews and actioning their recommendations.

- Manage the programme in compliance with the UKAEA's Quality Assurance requirements. Lead benefits realisation and prioritisation exercises and instruct value engineering exercises on projects within the programme where required, ensuring funding spend remains on track and that the programme is delivered in line with expected quality standards and in line with the business strategic objectives.

Qualifications

Essential Requirements:

- Experience of managing large team exercises ( 100 people) and budgets (>GBP50m).

- Excellent leadership, communication, influencing, and collaboration skills.

- Strong commercial awareness with the ability to make sound economic decisions that maximise programme value.

- Extensive experience managing commercial contracts and procurements.

- Proven ability to handle ambiguity, uncertainty and high levels of complexity in project delivery.

- Substantial experience in working with a diverse range of senior stakeholders and external partners, ideally with an element of public funding.

- Understanding of the wider issues impacting the UK science and innovation landscape.
