Legislation is changing in 2024. The Procurement Manager role will help lead us through Department readiness to meet our new requirements and obligations - and the new creativity this gives us in strategic outsourcing.
As the Procurement Manager, you will be responsible for meeting predicted demand for re-procurement - and be agile in responding to new, unpredicted projects and needs. Reporting to the Procurement Business Partner and supported by external specialist resources, you'll design and deliver a portfolio of procurement and tender projects and equip the delivery teams with the tools to effectively manage the contracts. You'll also support the Business Partner in ensuring all mandatory Notices are published through our activity.
You'll be multi-talented in applying a creative approach within the legislative parameters to meet our organisational needs - and an advocate of resident engagement and contribution throughout the process.
The role is hybrid with a working pattern of 2 days on site and 3 days from home.
What you'll need
Supporting the Procurement Business Partner and external agencies in executing the contract award/instruction across all new projects and prepare the Contract Management Framework documents to ensure the client is equipped with a clear contract initiation and communication plan in full compliance with corporate procedures and policies.
Knowledge of procurement processes and procedures with full understanding of the Public Contracts Regulation 2015, Social Value (Public Services) Act 2012 and relevant Procurement Policy Notes
Experience of contract management and delivery
Understanding of contract terms and conditions.
Understanding of mechanisms to lever proportionate social value through procurement.
Qualification in CIPS Level 4 Diploma in Procurement and Supply
Understand of financial data interpretation - informing decisions to minimise risk and deliver efficient, value for money outcomes.
