These fuel ration books date from the 70’s when the members of OPEC declared an oil embargo and forced up the price of crude oil from $3 per barrel to nearly $12 per barrel. As a consequence, in preparation for the possibility that fuel might need to be rationed, from November 29th 1973, the UK government started to issue fuel ration books to all motorists. In the event, market forces prevailed and despite shortages from time to time, it was never necessary to implement a rationing scheme.
The ration books are unused and unmarked. Coupons are denominated in terms of N and L units of fuel. These units are not defined but were presumably intended to allow the government to assign values to them according to the availability of fuel during the course of the intended rationing period.
