Venesky-Brown's client, a public sector organisation in Edinburgh, is currently looking to recruit a Financial Accountant until the 31st of March 2024 on an annual salary equivalent between GBP46,244 and GBP53,780. The working hours are 08:30 to 16:30. This role will be mainly home working with infrequent requirement to attend the Edinburgh office.Responsibilities:- Provide technical financial accounting expertise to the organisation and customer Boards. This includes ensuring compliance with International Financial Reporting Standards (IFRS), the Financial Reporting Manual issued by Treasury and the Scottish Public Finance Manual requiring the post-holder to ensure all financial transactions comply with the legislation and guidance, keep up to date with proposed changes to accounting standards and represent the organisation.- Provide training on adoption and changes to highly complex accounting standards and VAT regulations and the impact on the financial position of for the organisation and our customer boards. The training will be delivered to both large and small groups of the finance and non-finance staff on a regular basis,- Develop and maintain a very complex accounting model over a 25 year period for large scale capital property projects financed using the Non-Profit Distribution PFI method and ensuring that both the asset and liability are correctly stated and the required disclosures are made. - Ensure that leased assets are identified and accounted for in compliance with accounting standards (IAS 17 and IFRS 16) across the organisation and our customer Boards.- To provide expertise to the organisation on VAT treatment. - Ensure appropriate procedures/controls are in place to apply the correct VAT treatment to all transactions.- Ensure the monthly VAT return for the organisation is accurately and timeously completed.- Lead on a quarterly audit of VAT treatment of financial transactions to ensure the treatment is correct and the organisation's VAT reclaim is maximised.- Lead on the compilation of annual Business Activity VAT claim in line with correct treatment.- Complete VAT property construction returns on behalf of the organisation's boards involving making decision regarding the correct treatment of property construction activity. - Be the main point of contact for VAT advise for the organisations and where appropriate run training course to both finance and non-finance staff and be the main point of contact with the organisation's external VAT advisers - Lead on the production of the financial statements in the Statutory Annual Accounts, including ensuring the appropriate finance information is collated and summarised in line with accounting standards. The post-holder will be required to respond to queries raised by external auditors in their review of the statutory accounts.- Review the monthly Balance Sheet reconciliations for the organisation and other Boards and follow up on any issues identified with the appropriate party.- Regularly review internal systems, processes, policies and procedures for all organisational stock, and implements developments and new ways of working to ensure continuous service improvement and best practice.- Ensure SBU working capital balances are controlled i.e. all creditors and debtors accounts in relation to sales, cost of sales and stock are valid and reconciled. Ensures correct VAT treatment of all suppliers and products for goods sourced from the UK, EU and out with the EU. Essential Skills:- Should possess a professional Accountancy Qualification (ACCA, CA, CIMA, CIPFA) and be able to provide detailed advice and guidance, using "in-depth" specialist knowledge in financial management and audit, to both finance and non-finance managers. - Have significant relevant experience in a senior finance or management role.- Specialised working knowledge of finance databases and financial accounting procedures. - Experience is essential in interpretation of technical accounting standards and in public sector VAT treatment.- Excellent working knowledge of IT packages including the use of spreadsheets, windows, word, excel and Powerpoint- Effective communicator and can demonstrate good interpersonal skills.- Planning and organisational skills including managing own time, planning of work in line of tight and continually changing deadlines set down by legislation and financial instructions. - Ability to work autonomously using their own initiativeIf you would like to hear more about this opportunity please get in touch.
