Job Purpose
To take strategic management responsibility for Finance, Procurement, Risk & Governance, Information Systems (IS) and People (Human Resources).
To ensure our business support functions are robust, efficient, resilient, value for money and fit for purpose.
To make a significant contribution to the development of NML's strategic aims, policies and objectives.
What you'll be doing - Key Responsibilities
Contribute to the continuing development and communication of a clear and ambitious vision for NML, working with the rest of the leadership team and wider leadership team to develop and drive the delivery of the strategic plan. Lead, motivate and direct staff to ensure the highest levels of performance ensuring that they continue to contribute to NML's strategic aim. Provide decisive and effective leadership to both your own directorate and the wider NML team. Establish and maintain effective relationships with colleagues across NML to ensure development and delivery of the strategic plan. Ensure Business Resources team act as business partners and provide good management information for timely decision making using efficient business tools. Equip your own teams and the wider organisation with the facilities, support, skills and competencies to enable them to deliver within the resources available. As "Chief Finance Officer" ensure effective financial management which operates in line with Managing Public Money. Ensure sound risk management systems and corporate governance arrangements are in place, and that the requirements of the Board and its Committees, internal audit and external audit are met. You'll be expected to:

The Executive Director of Business Resources leads the Business Resources Directorate and has direct line management responsibility for five Heads of Department and an Executive Assistant.
Qualifications
Fully qualified accountant - member of CCAB or equivalent is essential.
Experience & Knowledge
Experience of operating at Board level and in a strong corporate governance environment. An in-depth understanding of financial management across multi-disciplinary functions in the public sector. Demonstrable understanding of the regulatory and mandatory frameworks in which NML operates. Experience of strategy development and implementation. Proven successful leadership and operational management of large multi-disciplined teams, establishing performance measures and raising performance levels. Skills
Ability to set strategic goals, prioritise and manage a range of fundraising activities. A highly effective communicator with strong influencing skills, able to inspire confidence and trust at all levels. Ability to influence at all levels through persuasion and negotiation. A strategic operator with the tenacity and personal drive to deliver continuous performance improvements and lead transformational change. Excellent analytical and decision-making skills. The ability to learn quickly and adapt to a changing environment. Excellent team player with ability to motivate and inspire colleagues across the business, encouraging collaborative working. Excellent organisational and time management skills and ability to manage, plan own workload, prioritise and meet competing procurement priorities. Numerate with excellent level of digital literacy and proficiency in Microsoft Office 365 applications (including Microsoft Teams, Outlook, Word, Excel and PowerPoint), electronic tendering and finance systems. Additional Information
Location: Some home working with agile working spaces available for flexibility. The post-holder will need to be able to attend meetings on-site in Liverpool when required
Flexibility to travel occasionally for meetings, training and conferences to represent NML;
A Basic DBS Check will be required.
