The Metropolitan Police Service (MPS) Commercial Function are responsible for delivering end-to-end commercial lifecycle management and supporting the wider business in working with third party suppliers.

The MPS spends over 840 million each year on a diverse range of goods and services; from large property service & construction projects to complex IT services, response vehicles to forensics equipment. Managing that expenditure well enables us to make it go further, with better outcomes, underpinning the delivery of our service to London and beyond.

The Commercial Services Function's ambition is to be the 'to be the most influential public sector commercial function in the UK' and is working to deliver the following strategic aims:

We also manage the commercial relationships with all outsourced suppliers, working in partnership and through modern contract management practices.

The Commercial Services team is organised in a way to work in partnership with the different business areas across the MPS, providing excellent service to our internal customers and stakeholders. Maximising revenue and ensuring value for money for the MPS is our focus and this drives us to work with the business to define new ways of working that are more efficient, effective and affordable.

Like most organisations the MPS is transforming the way we both police London and run the business in order to meet ever more, demanding challenges - the Commercial Services Function is a key enabler of these changes. This role in particular will be at the heart of the transformation of the MPS estate to deliver these key changes.This means that there are more opportunities for you to get involved with making London the safest global city in a time of unprecedented change within the UK's largest Police Service.

Job Description

This role is an integral part of MPS Commercial Services Property Pillar.

The Property Pillar manages circa 450m pa of contract spend, working closely with its main stakeholder the Property Services Department (PSD) responsible for running procurements, contract management and category strategies ensuring we commercially manage the best outcomes for PSD and within the Mayor's Office for Policing and Crime's estate, supporting the operations of Police Officers and staff across the Met. We work collaboratively with PSD colleagues providing a highly customer focused service, understanding the business needs and stakeholder drivers and as a team we aim to be trusted commercial advisors.

The Property Pillar is split into two sub-pillars., Facilities Management (FM) and Maintenance and Construction.

This role sits in the FM sub-pillar and is specifically focussed on providing commercial support to stakeholders responsible for all elements of hard and soft FM, utilities, operational services and catering. The MPS has over 200 sites across 32 London boroughs with an annual spend in excess of 300m on FM services.

You will be contributing to delivering Commercial Excellence for the MPS, providing a customer focused service with the aim of becoming a trusted commercial advisor.

You will provide commercial support from developing the category strategy to leading on sourcing strategies and events, and support the stakeholder contract management functions within the business.

There is a rolling programme of procurements with a focus of the role to secure value through effective sourcing of suppliers and where possible identify collaboration opportunities with the wider Greater London Authority (GLA) group.

The sense of team within the category is strong, and relationships with the client function are excellent.

You will be expected to work autonomously to ensure effective stakeholder management and work within the commercial and wider MPS governance framework processes and procedures. You will lead on performance management, understand risk management and assist the stakeholders with issue resolution, financial management oversight, and overall contract and statutory compliance whilst being responsible for continuous improvement across the commercial activities (service and value).

You will also work closely with colleagues within the commercial function to contribute and feed into the category strategies and offer insight and best practice across the wider team.

This role will be based at Kilburn police station with a requirement to be with stakeholders at Sidcup from time to time, working across the Met estate with a blended working option.

The Successful Applicant

Roles in Commercial Services are aligned with the levels of the Government Commercial Organisation, which sits within the Government Commercial Function. This role has been mapped to Commercial Lead level.

Experienced and knowledgeable in how the market works and what drives business decisions, innovations and commercial strategy in consumers and suppliers alike. Evidence of having delivered commercial benefits to customers through effective design and/or implementation of procurement / contract management strategies. Able to describe value add and savings in a strategic context within a complex commercial environment. Understanding of sourcing and procurement methodologies, ideally within a regulated or public sector environment. Evidence of developing or supporting effective supplier relationships and the ability to resolve issues in performance or variations in supply, working in partnership to deliver continuous improvement and innovation for all parties including complex performance management and incentivisation mechanisms. Experience working and effectively influencing senior stakeholders with or without authority projecting personal impact and credibility at all levels of the organisation and the external market, demonstrating an ability to influence, persuade and effectively communicate. Ability to prioritise and manage a demanding workload whilst balancing both operationally urgent and important tasks to deliver to deadlines aligned with strong project management capabilities gained through practical professional experience, Evidence of inspirational and inclusive leadership, developing a professional culture and building commercial capability. Empowers team members through coaching, mentoring and sharing of expertise/knowledge. Desirable Criteria

Working knowledge of purchasing processes and systems (Purchase-to-Pay). Experience of designing and implementing category strategies across FM categories If successful at the paper sift stage, candidates will be invited to the Government Commercial Function Assessment and Development Centre at Commercial Lead level. Successful candidates will then undertake interviews.

What's on Offer

Salary between 68,662- 75,638 + 1,841 location allowance + 1000 non-pensionable allowance 36 hours per week Blended working with a base office at Kilburn, West London. The successful applicant will have a hybrid approach with the ability to work from home but also be required to attend stakeholder meetings when required at separate sites across London. When you start as a member of police staff, you'll have a choice of joining one of the civil service pension schemes. 28 days annual leave (plus bank holidays), rising to 33 days after 5 years The closing date for all applications is 15th January 2024
