Description

Children's

Commissioning Services:

Responsible for commissioning services for children and young people under Children's Services.

Ensure best outcomes and compliance with commissioning procedures.

Development and Implementation:

Contribute to the development and implementation of commissioning strategies for specialist service areas.

Work with social care providers to build local capacity, ensure cost-effective financial management, and deliver good quality services.

Service Objectives:

Work towards service objectives identified by Children's Service Leadership Team.

Report to the Strategic Lead for Children's Commissioning.

Control Of Resources

Personnel:

Provide direction, support, and motivation to self and direct reports.

Financial:

Work in accordance with financial and procurement regulations/procedures of the Authority.

Equipment/Materials:

Responsible for the safe use, control, and maintenance of equipment/furniture/materials used.

Health/Safety/Welfare:

Ensure health, safety, and welfare of self and direct reports in accordance with Council Policies.

Equality and Diversity:

Work in accordance with the Authority's Policy related to the promotion of Equality and Diversity.

Training and Development:

Identify and undertake own training and development requirements according to the Council's Performance Management Framework.

Relationships (Internal And External)

Internal:

Collaborate with colleagues, team members, other Council Services, Impact Partnership, school staff, Council Members, and trade union officials.

External:

Engage with Community Groups, Voluntary Organisations, the public, Councillors, outside Agencies/bodies, private providers, and other Local Authorities.

Responsibilities

Statutory Responsibilities:

Ensure statutory responsibilities for commissioned services for the care and support of children are discharged to agreed standards.

Leadership and Management:

Provide leadership, management, and support to Placement Officers and the Placements Team.

Legal/Policy/Practice Compliance:

Ensure compliance with legal, policy, and practice requirements for services commissioned, particularly in Children's Social Care.

Representation:

Represent the Service and Local Authority at relevant provider forums and Regional meetings.

Supervision and Support:

Establish and maintain systems for supervision, support, performance monitoring, and development of staff.

Budget Management:

Manage budgets and resources efficiently for the delivery of services to children.

Service Planning and Delivery:

Contribute to service-wide planning and delivery of service team plans.

Review and Improvement:

Contribute to the review and improvement of services and practice, including the development of policies and procedures.

Customer Care:

Ensure high standards of customer care across all aspects of service provision.

Performance Monitoring:

Monitor and review the performance of services and take necessary steps to improve where required.

Effective Relationships:

Establish effective working relationships with RBC colleagues, other Local Authority Services, adult social care, other agencies, the voluntary sector, and other groups.

Specific Duties

Team Management:

Manage a team focused on the commissioning of care and support services to children known to Children's Social Care.

Future Delivery:

Ensure future commissioning arrangements and services align with the future needs of service users and carers and adhere to the strategic plans of RBC.

Contracts and Commissioning Activity:

Manage and oversee contracts and commissioning activity within Children's Services, Children's Social Care.

Advisory Role:

Provide an advisory role for decision-making regarding placements for children and young people.

Secondary Duties

In-Service Training:

Participate in Council programs of in-service training, both as a trainee and as a trainer-facilitator when required.

Other Duties:

Undertake other duties and responsibilities of an equivalent nature as determined by the Service Head in consultation with the post-holder and, if desired, with their Trade Union representative.
