Description
Local Law 97 of 2019 (LL97) is a New York City law that sets limits on the greenhouse gas emissions of covered buildings. The law was passed as part of the Climate Mobilization Act, which aims to reduce the city's greenhouse gas emissions by 80% below 2005 levels by 2050.
LL97 applies to buildings that are more than 25,000 square feet in size and that are either:
Located in certain parts of the city that are designated as "heat islands," or
Owned by the city or a public benefit corporation.
The law sets different emission limits for different types of buildings. For example, office buildings are required to reduce their emissions by 40% by 2030, while multifamily residential buildings are required to reduce their emissions by 20% by 2030.
Buildings that exceed their emission limits are subject to fines. The amount of the fine is based on the number of tons of emissions that the building exceeds its limit
